Achievements in Long Term Assignments (three months or more)
Since leaving Canada I have specialized in working in developing countries to improve maternal health, child health and nutrition. My international career includes a combination of short-term and long-term positions punctuated by two periods of study leading to a Master of Public Health and a Doctor of Public Health. This report describes only my consultancies of three months or more, including six countries where I took up residence: St Lucia, Sri Lanka, Papua New Guinea, Indonesia, Pakistan and Yemen (in Pakistan, I resided for eleven years).
Start-up of national Contraceptive Social Marketing and HIV/AIDS Prevention Project in Yemen. 2005-2006. Employed as Team Leader and Advisor by Marie Stopes International for nine months of the KfW-funded project. Worked with Ministry of Public Health and other stakeholders. Facilitated workshops, designed workplans, supply chains, marketing plan, budgets, test markets, baseline and impact evaluation. Hired and mentored staff.
Behavior change for Mother & Child Nutrition in Bangladesh. 2003 & 2004. Employed by JHU/UNICEF for three months. Funded by World Bank. Wrote behavior change component of Bangladesh National Nutrition Project. Designed training workshops. Developed capacity of UNICEF staff to manage communication and social marketing.
Social Marketing of HIV/AIDS prevention in Namibia. 2002. Employed by Marie Stopes Int. (UK) for 5 months. Funded by KfW. Assisted the government-supported National Social Marketing (NaSoMa) Programme to develop social marketing, advocacy, behavior change communications and organizational sustainability. Drafted proposal to the German government for expansion and organizational development.
Reproductive Health Plan for Government of Pakistan. 2000. Employed by Options UK for five months. Funded by Asian Development Bank. As specialist in Reproductive Health, Training and Behavior Change Communications, worked with Technical Assistance Team, Ministry of Population Welfare, Ministry of Health, provincial governments, Multidonor Support Group, NGOs and social marketing organizations to:
- Develop in-depth situation analysis of public sector Reproductive Health services, training and IEC.
- Develop new planning concepts and workshop tools, including referral pyramid and power analysis.
- Facilitate planning workshops in four provinces: Balochistan, North West Frontier, Punjab and Sindh.
- Design plans for Reproductive Health & Safe Motherhood services, training, advocacy and communications.
Human Resource Development for Bangladesh Ministry of Health & Family Welfare. 1997. Employed by World Bank for three months. Developed Implementation Plan for Human Resource Development.
Training of Government of Bangladesh Health Managers. 1996-97. Employed by Johns Hopkins University Population Communications Program for three months. Funded by USAID. Organized study to assess impact of USAID’s International Training Program on family planning workers employed by Government of Bangladesh.
National Nutrition Plan for Mothers and Children in Pakistan. 1995-1996. Employed by World Bank for five months. Worked with four provincial Health Departments to produce proposals for the Pakistan Nutrition Project.
Social Marketing in Pakistan. Resided in Pakistan for 11 years, 1989-2003. PSI Resident Representative and Chief of Party, USAID’s Contraceptive Social Marketing project. for four years, 1989-1993.
Communication for Child Survival in Indonesia. 1985-1989. Employed four years by Academy for Educational Development as Resident Advisor to the Health Department's Center for Health Communication. Funded by USAID's Child Survival Project. Developed plan for training community volunteers in diarrhea control. Introduced social marketing of Oral Rehydration. Developed communication component for first national HIV/AIDS prevention programme. Created video-based advocacy campaign for tetanus immunization for “brides-to-be”.
Contraceptive access and use in Bangladesh. 1983, Employed by Population Services Int for four months as Principal Investigator to analyze roles of oral contraceptive providers, users and users’ husbands. Results of the study were used to guide modifications of the Project, for my doctoral dissertation and for publication (See report #10, in my CV).
National Health Manpower Planning in Papua New Guinea. 1979-1981. Employed for two years as Health Economist by Government of Papua New Guinea, Department of Health. Reviewed 19 categories of health manpower, then produced ten-year health manpower plan.
Social Marketing Pioneer in Sri Lanka. 1972-1975. Employed by Population Services International. Funded by IPPF. Major results:
- Created national social marketing system for Preethi condoms and Mithuri pills. (See reports 2,3,4 in my CV)
- Organized medical education and consumer education campaigns via radio, press & direct mail.
- Journalist’s articles appeared in New York Times, Psychology Today and The Geographic Magazine.
Medical Supplies Procurement and Dispenser Training for Government of St. Lucia. 1969-71. Employed as Chief Pharmacist for two years by CUSO and Government of St. Lucia. Reorganized importation and distribution of medical supplies. Developed curriculum and trained hospital dispensers.
Owned and Operated Pharmaceutical Business in Canada. 1958-67. Purchased existing community pharmacy in 1958. Developed business: by 1965 the business was ranked in the top 5% most profitable pharmacies in the nation.
